BACKGROUND/SUMMARY:
The Fay Major Subdivision project applicant is proposing to subdivide the project site to create 84 single-family residential lots. Vehicular access would be taken from a single street connection to Southside Road. In March of 2016, your Board approved a contract with First Carbon Solutions to conduct a preliminary environmental review of the project to evaluate the feasibility of using existing environmental documents as the basis for assessing the project. In this case, the County’s General Plan EIR is the applicable CEQA document against which the project will be evaluated. This process is called "tiering". The initial review conducted by First Carbon Solutions concluded that additional project specific review is necessary to meet technical and legal standards.
The present contract AMENDMENT would authorize First Carbon Solutions to conduct the required detailed analysis specifically related to the project.

STAFF RECOMMENDATION:
Staff respectfully recommends that the Board of Supervisors:
1. Approve Amendment #1 to contract with First Carbon Solutions for environmental work associated with the Fay Major Subdivision Project in an amount not to exceed $52,800 and authorize the Chair to sign the contract; and
2. Grant the RMA Director 10% change order authority in an amount not to exceed $5,280.
