1) Adopt Resolution, approving side letters with all bargaining groups (Including the Service Employees International Union, Local 521 (SEIU), the Institutions Association (IA), the Deputy Sheriff's Association (DSA), the Management Employees Group (MEG) and the San Benito County Law Enforcement Management Group (LEM), establishing a 2% COLA effective July 3, 2016, direct deposit of payroll, and electronic submission of time sheets; and taking other related action;
(2) Adopt Resolutions; providing these same benefits to, and requirements on, unrepresented employees (confidential, confidential management and unrepresented), appointed department heads, and elected department heads.

BACKGROUND/SUMMARY:
The County currently has closed labor agreements with all of its bargaining units providing for a 2% across the board salary increase the first full pay period following October 1, 2016.
Many County employees have not seen a salary increase since 2011. During this time the County’s groups have absorbed paying their full share of the Employee Paid Member Contribution (EPMC), moved to a flat rate health care County contribution while enduring health care premium increases.
In an effort to provide some relief and remuneration for County employees, and in appreciation for the efforts of San Benito County employees, the County and the County’s bargaining groups have met and conferred, and have agreed to modify their MOU’s in the following manner:
1. Move the 2% across the board salary increase scheduled for October to the first full pay period following July 1, 2016 (July 3, 2016)
2. Provide for employees to receive their payroll through either direct deposit or via an electronic bank card (as soon as administratively possible)
3. Complete weekly timesheets electronically (as soon as administratively possible)
The County also desires to provide these same benefits and requirements of the unrepresented groups including Confidential, Confidential Management, Appointed and Elected Department Heads and employees who are designated as ‘unrepresented’.

County bargaining groups including Service Employees International Local 521 (SEIU), Management Employees Group (MEG), Institutions Association (IA), Deputy Sheriff’s Association (DSA), and Law Enforcement Management (LEM), Auditor-Controller, County Counsel and County Administrator.

STAFF RECOMMENDATION:
1) Adopt Resolution, approving the side letters between the County of San Benito and the Service Employees International Union, Local 521 (SEIU), the Institutions Association (IA), the Deputy Sheriff's Association (DSA), the Management Employees Group (MEG) and the San Benito County Law Enforcement Management Group (LEM);
2) Adopt Resolutions; providing these same benefits to, and requirements on, unrepresented employees (confidential, confidential management and unrepresented), appointed department heads, and elected heads.
3) Authorize the County Administrative Officer and County Auditor to take the necessary administrative actions appropriate to effectuate the purpose and intent of this action including authorizing the Chair and the CAO to sign the final side letter agreements; and
4) Authorize the County Administrator or his/her designee to make any technical edits as later identified.
