SBC FILE NUMBER: 119

RESOLUTION NO: 2016-75

AGENDA SECTION:

REGULAR AGENDA

BACKGROUND/SUMMARY:

In 2008, the San Benito County Board of Supervisors adopted a resolution which supported a proposed Highway 152 alignment that "begins at a point near the San Felipe Road/Highway 152 alignment that begins at a point near the San Felipe Road/Highway 152 Intersection and continues in Santa Clara County to a point near the Pajaro River or Bloomfield Road on Highway 25 where it enters San Benito County." (Resolution 2008-98 attached as part of the September 13, 2011 Board packet.)

On September 13, 2011, the Board considered a resolution supporting consideration of the most southern alignment of the proposed 152 trade corridor and amending resolution 2009-98. On September 13th, the Board directed staff to draft a letter to be brought  back to the Board for approval. (Agenda item transmittal and minutes attached.)

On September 27, 2011, two draft letters were presented to the Board for consideration and the Board of Supervisors considered whether or not to submit a letter supporting the southern alignment of the Proposed Route 152 project.  Two options for the Board’s consideration were attached.   Option 1 most closely follows the previous proposed resolution that had been considered on September 13, 2011.  Option 2 left out much of the environmental argument regarding of Alternative C and was slightly more restrained in its support of Alternative “C”, although it still clearly supported further consideration of Alternative “C”.  The Board tabled the letter at that time, and no action was taken. (Agenda item transmittal and minutes attached.)

On July 26, 2016, the Supervisor Muenzer requested that this matter be considered for further action of the Board of Supervisors.

The proposed resolution amends Resolution 2008-98, and supports all the alternatives being studied at this time.

NOW, THEREFORE, BE IT RESOLVED by the San Benito County Board of Supervisors that the Board of Supervisors hereby amends Resolution 2008-98, in that until further direction of the Board of Supervisors is provided through adoption of a future Resolution, representatives of the Board of Supervisors may investigate and study all routes to the costs and benefits each proposed route may offer; and,

BE IT FURTHER RESOLVED that after such additional investigation, the Board of Supervisors may provide further direction through a duly adopted resolution, as to an alternative that is supported by San Benito County.
